Well, the problem I see is since tag texts are UTF-8 clean, there can't
be things like "TITLE=jp,夢:en,yume".  (Then you get into the whole mess
of defining escaping rules, and I'm sure *nobody* wants to go there.)

By the way, another thing that I didn't mention: a way to designate
which language was native to the data (or, in other terms, which versions
are translations.)  Again, per-tag.

This might be obvious to those who have been following this, but as I
havn't had time to read the ancient, mile-long threads on this, I'll have
to ask: Why ush a comment block for this?  Why not XML?  The section is
already there, it defines syntax and escaping for us, and it would seem
that the tag rules would translate directly; ie.
<tag name="TITLE">Song</tag>

Be careful about choosing defaults.  Many people prefer seeing native
titles for songs (not many want to see "Eine kleine Nachtmusik" as anything
else, I'd assume, even if a translation is available.)  I don't know where
the majority is, but I would guess more people would want native titles
than translated titles.  (Though, I think most English-speaking people
would want transliterated titles; "yume", not "夢".)
