[vorbis] RC2 worse than RC1 and Beta4

High-frequency coding is improved in RC2 (from beta4),
because now there are no high frequency glitches in some
of my test samples. I tested -b 256 only, though. But at this
bitrate I haven't heard any HF problems - the only big
problem in this mode is pre-echo.

If you have any samples where RC2 performs worse then beta4
at high bitrates, please give us the samples.
