GoldWave (www.goldwave.com) is a wave editor.  It can decode/encode vorbis
on open/save but must process the whole file at once.  After opening (e.g.
decoding) a vorbis file you can play it backwards, at different speeds,
and much more.  It's shareware (limits the number of play/stop/rewind/etc.
operation before you have to exit it and run again to 150).
