[vorbis] problems with the winamp plugin

I can't do this, because I don't have MSVC6 (which is what the project
files are for). That's why I hadn't noticed until now that they didn't have
the streaming stuff included. Jack maintains the official project files -
Jack, any chance of this being added?

Version 5 should work (though I have an older version of winamp, that
should be irrelevent at this point). Maybe something else is going wrong.
