[vorbis] problems with the winamp plugin

Um, I'm confused.  If it's in CVS why didn't it get built?  Will the
winamp plugin work WITHOUT that code in it?  Seems odd that you can add
functionality like streaming without breaking it if I forgot to include it
in teh project file.

If I missed it, I'm sorry. :(
