[Vorbis-dev] solution to oggsplt / vcut crashing

ok, perhaps we should consider replacing vcut with vex, or at least
putting vex into vorbis-tools.

I haven't looked into it yet, but does anyone here have any
understanding about that already? ie. are there any corner cases that
vex misses etc.
