Ok... just added the main tools i could find vorbisenc, vorbisdec, speexenc,
speexdec.
Also each project has several configurations... Debug, Release, Release_SSE,
and Release_SSE2.
All libraries build as .dll except speex... if you want static just toggle
the output switch in settings for the project. All libraries will staticly
linked to the Multi-threaded runtime libraries. If you want to dynamically
link toggle the switch (but then you must distribute the runtime libraries)
It's now replaced the old file that was at
www.illiminable.com/th/XiphWinSDK.zip
