[vorbis-dev] win32 SDK call for help

There is no problem with compiling with the revised project files. However,
when using the statically linked dlls with CDex, which is a very popular app
with which to use them; after visiting the settings dialogue and then
closing the program, there is a memory access error that is not present when
using dynamically linked dlls.
