Yes, vorbiscomment is quite likely to blame. Vorbiscomment as of RC3 only
supports characters that fit into the current code page. 16-bit UNICODE
support is planned. The only reason it isn't done yet is that it is a real
pain to support properly on Windows 95/98/Me.
