[vorbis-dev] Borland compiler

As promised, I fixed my BCB project files.  You can download them here:
   http://dave.gasaway.org/vorbis/vorbis_bcc.zip

The zip has project (.bpr) files in win32_bcb directories under the ogg, vorbis, 
and vorbis-tools directories.  Extract the zip into the appropriate location (all 
paths in the projects should be relative).  To compile a certain project, use 
Borland's make, e.g.:
   make -f vorbis-dynamic.bpr
And make will build a vorbis_dynamic.dll in the Dynamic subdir.

I had to make changes to a couple of files.  You can get the diffs from the 
bugzilla bugs:

Both diffs apply to CVS grabbed last night.  BTW: these are diffs generated 
by a program called ExamDiff.  It claims to make "Unix diffs", but I'm not 
sure what that means.  They don't look quite like the diff's I've make in Linux.

A warning: these aren't thoroughly tested.  In fact, the oggenc that I compiled 
does not seem to work at all.  At this point, I'll assume the CVS I grabbed 
last night is broken.  ;)
