The key bitrates QDesign is useful for are 20-24 kbps (POTS modem at 28.8)

QDesign tends to sound very flangy, especially on speech, but it can 
give quite listenable music at these rates, and as about half of web 
users are stuck at 28.8 kbit/s, they are important.
