[vorbis-dev] Building vorbis - please help

The proper fix for the auto* builds is to move the getopt implementation
from oggenc into its own dir (I'll probably call it 'support') and then we
can do both automagic fallback in *nix and have it available for inclusion
on other systems.

I'm willing to do this, I just haven't gotten to it yet.
