[vorbis-dev] Winamp plug-in; http streaming revisited

[Aaron Porter]

Here's Chris's latest plus the option to include the status window in the
build via a #define. Status window excluded by default (sorry Chris) per
Jack's request. Also includes support for partial URLs.
