The header itself must be there, even in empty form, but the contents are
totally optional. Here's another implication I meant to get into the original
proposal and forgot:
The comment field does not contain any data vital to decoding of the audio
stream; all decoders may feel free to entirely ignore the comment header. The
comment header must, however, be present even if the vendor string and comment
list are both empty.

Ah, by 'vendor string', I intended this to be a text comment to identify the
encoding software (eg, our libvorbis, a forked/tuned libvorbis, a totally third
party encoder), not the organization producing the bitstream.
