[theora] NHW Project - new -l9 very high compression quality setting

Hello,

I've just added a -l9 very high compression quality setting to the NHW
Project.This setting is very experimental.On some images, it is competitive
with x265 (HEVC), on some other images, results are not very good for
now...

This setting still has a good neatness, which I find visually pleasant...
And also don't forget that we can still save 2KB per .nhw compressed file.
