Cortado is known to have seek bugs.  Are there any other players with
seeking trouble?  I'm aware VLC doesn't look for keyframes...

Seeking in Ogg does not rely on an index, as the index is strictly
optional.  One reason we resisted the index for so long is to avoid
what happened to Matroska: Lazy players just don't bother trying to
seek if there's no index to be found.
