Not that I know of.  The usual advice has been to get a complete decoder
up and running, and then check its output against dump_video from the
libtheora examples.  (Actually the usual advice has been to Just Use
Libtheora, since it's BSD licensed.  Of course, if you can't link to C
code then you can't use libtheora.)
