[theora-codecs] VP3 Codec binaries posted

let me know when this is reasonably stable & I'll update the www.vp3.com site accordingly.  We can
either link to the Xiph location or (preferably) mirror the binaries at www.vp3.com/getvp3, which
is linked to by several websites using VP3.
