[theora-codecs] VP3 Codec binaries posted

I updated www.vp3.com/getvp3 to point folks to the new page.  The state of things (ie whether we
consider these codecs to be stable, beta, etc) should be indicated at the xiph page.  I have left
users the alternative of downloading the older binaries as well.
