[theora-codecs] VP3 Codec binaries posted

Sean (thanks!) reported that the codec location used by the installer
(/System/Library/Quicktime, taken from the vp3_build.html instructions file)
is not the recommended one. Checked Apple's guidelines for downloadable
codecs and this is indeed the case.
I changed the installer to use /Library/Quicktime, and updated the build
instructions accordingly. Tested the new installer with a non-administrative
account on two OSX machines, and it is prompting for an administrative
username and password correctly. Could you please re-download and re-test?
The previous location is owned by root I believe, so this could be the
reason for the lack of permissions.
