yes it should be set to a random number when a new stream is started.
It is just a unique identifier within a multitrack file, eg. if you
had a speex audio track multiplexed with a theora video track, they
would need different ogg serial numbers. It doesn't matter what the
actual numbers are (they don't signify anything), just that they are
different
