[Speex-dev] Default bitrate

Also here are a few other bitrate-related questions:

  1. Does average bitrate mode ==> variable bitrate mode?

  2. If average bitrate mode is enabled, then is (plain) bitrate
  ignored?

  3. If variable (non-average) bitrate mode is enabled, is plain bitrate
  still used? If so, how?
