[Speex-dev] SPEEX bitrate configuration

Dear list, I have an Asterisk 1.4 SIP server with Twinkle and X-Lite
voip clients in my LAN talking among them. Both clients use SPPEX codec.
I notice the following features and I have these two questions:

1) X-Lite uses SPEEX codec between 14Kbps to 23Kbps. Can I configure a
lower bitrate here, i.e. 8 Kbps ???

2) Twinkle has more manageable features for SPEEX codec, I have "VAD
Narrow Band payload type = 97". How can I know the bitrate that Twinkle
uses with this setting ???
