Dear Jean-Marc and Peter:
Thank you both very much for your time and advice. I did not realize that Lame MP3 code has a -r option (without reading its code). I have tried the suggested command lines verbatim with the added -r option, along with other combination of option settings. I could not figure out how to eliminate the distortion in the result, like voice turning either high or low pitch, etc.

I have found and eliminated a UI bug in the speexdec.c 1.2.3. My revision of speexdec.c 1.2.3 is submitted below for your review. Please help correct my oversight, if any, and evaluate whether it is worthwhile to integrate the change into the CVS.

** Synopsis
Conversion in pipe mode from Ogg Speex 1.2.3 to Lame MP3 3.98.6 does not work. In contrast, conversion from Ogg Speex 1.2.3 to Lame MP3 3.98.6 through an intermediate *.wav file (potentially large) works.
Conversion in pipe mode from Lame MP3 3.98.6 to Ogg Speex 1.2.3 always works.
** Diagnosis:
Ogg Speex 1.2.3 UI does not permit WAV container format for stdout, despite its support of WAV container format for disk file output.

Normal procedure: configure, make, etc.
I do not know how to customize the process to reduce the executable size. My revised speexdec.exe is large (400 – 500 kB) compared to that (68 kB) in Speex 1.2.3 downloaded from speex.org.
Tests passed in both MinSys and command windows in MS Windows XP.

Need code review by the community and more tests in Linux environments.
The revised code is included below and as attachment. I do not know whether submission as file attachment to the mail-list will succeed.
The original speexenc.c 1.2.3 is in revised BSD license as specified by speex.org. My revision to speexenc.c 1.2.3 as disclosed in this e-mail message is submitted in the same revised BSD license term as specified by speex.org.
