I've not been following the speex draft updates, but Alfred Heggestad 
and Jean-Marc have been discussing it recently. Speex-dev@ is the proper 
forum, now CC'd. :)

Modulo theora's optional headers, they're supposed to be essentially 
carbon copies of each other. I think Luca got tired of making the same 
changes to both documents.
