what you are looking for is a Speech_recognition 
(http://en.wikipedia.org/wiki/Speech_recognition)
program
to convert to mp3 use lame
(http://lame.sourceforge.net/index.php)
(thats if the tape recorder encodes it file in wav
(uncompressed) file witch 
is unlikely
get yourself a sound editor like Audacity
(http://audacity.sourceforge.net/) 
to do the convertion between the compress wav file and
the normal 
(uncompressed) wav file
