[Speex-dev] Bitrate

hello,

Q1:
when i use the encoder with set_bitrate
is this bitrate how many bits speex may use per frame for encoding
or has this something to do with the raw data?

Q2:
in the sample code, how do you know quality 8 = 15kbps?

Q3:
how can i set the decoder to use 8bits/sample instead of 16?
