[Speex-dev] ILBC performance VS Speex?

In the current asterisk code, with the current (1.1.12) speex code, compiled
for sse on x86_64, at a 2 quality setting, speex is now slightly faster than
ilbc.

that said, it's generally slower on most embedded arches
