[Speex-dev] Skeleton output support in speexenc

OK, had a quick look at the patch. Looks neat, though I have to admit I
can't really check correctness of the Ogg code. I think as long as kfish
and/or ralf approve it and you do a bit of testing to make sure it works
fine, I'm fine with it.
