[Speex-dev] VBR quality

Hello,

when i use the SPEEX_SET_VBR_QUALITY option, it doesn't effect te size of my
output frame from the encoder...
also ABR, bitrate and complexity don't seem to effect te size the encoded
frames
how come?

please help me
