I would say that:

1) No software is ever "finished" (just for fun try asking on the Linux
kernel mailing list when they expect Linux to be finished). ;-)
2) So I suggest you define what you mean by finished
3) If you mean useful, then it is useful for many purposes, including
doing narrowband in real-time on an ARM CPU, but e.g. the wideband mode
isn't completely converted (though it may still work depending on what
you need and your CPU).
