[Speex-dev] Want Help

Hi all ,
I am new to speex , don't know much about it . 
I want to encode voice at wideband at 16 kHz(sampling
rate) to get sample between 0-7kHz(according to
sampling theory).
This sample is divided into 0-3kHz(narrow band) &
5-7kHz(wide band).Then use them according to need.
i don't know how this samples are stored . How can i
separate them.
