[speex-dev] speex codec format spec

Jean-Marc,

We wanted to reference speex from the theora spec, specifically in terms
of supporting multiplexing in Ogg bitstreams. Is the speex manual intended
to be a complete enough description of the format to re-impement the
codec, or is the source code also required? Details on the the actual
packet format looked a little sparse, but I didn't read the whole thing.

If not, are there any plans to write such a thing up, e.g. as an RFC?
