[Speex-dev] Problem compiling speex 1.1.6

Oops, it looks like I haven't tested the EPIC_48K mode in a while. You
should probably disable it until I can fix it. If you really want to
compile it, commenting the offending line would just reduce quality
slightly (but there may be other bugs too).
