I definitely think you should use Speex instead of GSM. Speex has much
higher quality (for the same bit-rate) and supports many features that
GSM doesn't have, such as a wide range of bit-rates (as well as variable
bit-rate) and multiple sampling rate (8,16,32 kHz). It is also more
robust to packet loss as encountered with RTP.

Speex was designed so it could be used efficiently with RTP. We have a
IETF draft for Speex in RTP which is available at:
