[speex-dev] Coding used in Ultra Wide Band

The coding is the same as the low bit-rate wideband and basically it
encodes the LPC coefficients for the high-band and then it uses aliasing
as the high-band excitation. I don't think it's really described
anywhere, sorry (you can always look at the code).
