[speex-dev] Framesize for UWB vs. WB encoding

This would create problems at the encoding (I guess you weren't
listenning to the output), but doesn't affect the number of bits at all.

Basically, the CVSROOT is :pserver:anoncvs at xiph.org:/usr/local/cvsroot
and the module name is "speex".
