[opus] [PATCH] Decouple OpusProjection API from static matrices

Allow changes in static matrices to not break/disrupt code in
OpusProjection* APIs.
+ Minor bug/typo fixes.

This patch depends on [PATCH] "Ensure mapping matrix size is always valid."
