[CELT-dev] Celt_decode_lost function (File: P0773)

celt_decode_lost() is supposed to compute the pitch by itself rather
than rely on the the encoded pitch. Check the code just to make sure
that this behaviour was implemented at the time of 0.7.1 (old versions
used to rely on the encoded pitch).
