[Icecast] Win32 - log not created

I'm running Icecast in a Windows 32 bit environment.  The icecast.xml path
points to C:\Program Files\Icecast\log for <logdir>.  <logging><loglevel>
is set to 3.

However, no logs are created at that location. :(
