OK, so I only need the one listen socket with this bind, I don't need two 
sockets with different binds.  Or doI?

Seems this is no longer the case.  From the Debian changelog:

netbase (4.42) unstable; urgency=low

   * Stop setting net.ipv6.bindv6only=1 by default. (Closes: #560238)

Guess it *is* something else then.
