Yes, mpd is open source. See http://mpd.wikia.com/ It comes with the 
Ubuntu distribution (although I compiled ours from source in order to 
configure it to stream in mp3 format).

And yes, it can feed a shoutcast server. See 
http://mpd.wikia.com/wiki/Configuration#IceCast
