[Icecast] Static File Playback vs. Streaming

Hello.
 
Hopefully a simple question with a simple answer:
 
Am I correct that in order to play static files (i.e. mp3s, ogg audio, theora video) with Icecast 2 that I do not need an encoder (i.e. ezstream, ices)?
 
I'm particularly interested in serving up theora video files, but the only experience I've had with Icecast is with an earlier version streaming audio, which worked great.
