[icecast] streaming both mp3 and ogg

Hi:

As for streaming MP3 and OGG, one thing you might want to do is have
everything in OGG.  Ices2 of course will read it just fine and ices 0.2.3
can take ogg files as input.  So this might well be a good way to go.
