[icecast] 64 Kbit -> 24 Kbit

Hello!

  I want to set up a rely server for a stream. The original stream is
  64 Kbit/s, and I want the relay to be 24 Kbit/s.
  Can anybody tell me how to do that?
  Should I use Lame and mpg123? And in that case how do I do that?
  I don't have a soundcard...
