[foms] open video FOSDEM devroom

Hi Tracey,

I also thought that last year's FOMS at the Internet Archive was very
successful! If you want to organise a FOMS 2014 before Michael's FOMS
2015, go for it! I will unfortunately not be able to organise it,
because I'm in the middle of creating another startup.

Looking forward to somebody else taking it on! :-)
