Thanks to Janne Hyvärinen for running these tests.

We have come to the conclusion that the bug is in Wine, not in FLAC.

When cross-compiling from Linux to Windows and running the test suite
under Wine, some of the tests will fail. However, when the failing
test binary is copied to an actual windows machine, the test passes.
