[Flac-dev] latest additions

for those of you using CVS, I've checked in the latest updates:
- longer sync code (14 bits from 9 bits)
- 2 more reserved bits in frame header
- CRC-16 for each frame
- 'wasted bit' checking (where there is at least 1 zero-LSB
  throughout a subblock)

still have to update the docs.
