Sound Forge can import and export natively, as can the rest of Sonic
Foundry's products (like Acid and Vegas).

I believe there is more than one set of cooledit filters out there for
Ogg, although I'm not sure if cooledit ever got native support.  I
suspect it won't be long if it isn't there already.

Some of steinbergs software is also now supporting Ogg I noticed, so I'm
sure we'll see more of their products doing the same too.

Goldwave has also had support for quite a while.
