Actually those are the proposals to ensure reliable codebook delivery:

- http uri that is not rtp, requires more logic in both server and 
client, no client and server around there have it already

- rtp uri using rtp over tcp, would require pretty much some logic and 
would make vorbis-rtp use 2 streams per vorbis. Any client could support 
that way. Isn't particulary nice.

- rtsp SET_/GET_PARAMETER, would rely on an already defined spec that 
does what is the requirement (have a reliable way to push/fetch 
changes). It is a protocol different from rtp but should be already 
implemented and used on any streaming client/server.
